‘Reasonable adjustments’ by an employer

In general, government regulations fall somewhere along a continuum from forbidding discrimination to mandating certain positive duties such as making reasonable accommodations for people with disabilities to setting quotas for the number of disabled people employers must hire. There are a number of variations along the continuum. Some countries eschew quotas but offer tax incentives to encourage employment of the disabled. Some countries have quotas only for public entities.

Legislation requires that reasonable adjustment be made for a disabled person if, without it, he or she would be at a substantial disadvantage compared to non-disabled people.
New Enforcement Measures Complicate Compliance with Disability Laws

In recent audits, the Office of Federal Contract Compliance Programs (OFCCP) has required contractors to show not only that they are actively engaging in outreach to disability and veterans' rights groups, but that those efforts are actually increasing the numbers of individuals hired and promoted. If not, the agency is insisting that the contractor change its outreach partners.
